Abstract
The National Disaster Risk Reduction Strategy for the period from 2023 to 2030 represents an updated version of the initial edition spanning from 2019 to 2022. Developed by the National Center for Security and Crises Management (NCSCM), the primary national authority overseeing crisis and disaster management. The revised edition strives to tackle evolving challenges in disaster risk and crisis management, aligning with sustainable development goals, and seeks to bolster resilience while mitigating disaster risks overall. The Strategy specifically aims to achieve the following objectives (i) establishing basic arrangements and guidance for DRR in Jordan; (ii) increasing awareness and knowledge of DRR methods and opportunities; (iii) endorsement of the legal and institutional foundations for effective planning and implementation of DRR mechanisms; (iv) contributing to mainstreaming DRR in development policies, programmes and projects; (v) monitoring the operationalization of public and private sector cooperation in DRR; (vi) contributing to local community resilience to disaster threats and impacts; (vii) enhancing risk management capacities; (viii) creating safe and resilient communities in the face of disasters. The document includes a Three-Year Action Plan (2023-2025).
The guiding principles for effective disaster risk reduction (DRR) initiatives include (i) shared responsibility among central government, national authorities, sectors, and stakeholders, with attention to governance structures; (ii) inclusive participation of all societal segments, empowering marginalized groups, promoting women and youth leadership, and integrating gender, age, special needs, and cultural perspectives into policies; (iii) protecting human rights, property, health, livelihoods, and cultural/environmental assets, while promoting sustainable development; (iv) comprehensive risk assessment and informed decision-making based on detailed data, including gender, age, disability, and traditional knowledge; (v) aligning policies, plans, and mechanisms to achieve sustainable development, food security, public health, climate change resilience, and environmental management; (vi) recognizing local characteristics of disaster risk while addressing risk factors through investments for sustainable development; (vii) prioritizing prevention and mitigation over reliance on disaster response, emphasizing "building back better" in post-disaster recovery and increasing public awareness of risk; (viii) emphasizing global and regional partnerships, enhanced international cooperation, and fulfilling commitments for development assistance from developed countries to effectively manage and reduce disaster risks.
Key strategies to attain the goals include (i) Decentralization, entailing strategic planning nationally and operational execution locally; (ii) Cultivating partnerships across international, regional, and national spheres, encompassing both public and private entities; (iii) Harnessing technology and innovation, especially in data management and smart solutions; (iv) Mobilizing resources and finances, establishing private funds and earmarking portions of institutional budgets for risk reduction initiatives; (v) Clarifying responsibilities and obligations of all stakeholders throughout prevention, preparedness, response, and recovery phases.
