Abstract
This Action Plan for the period from 2022 to 2024 delineates a series of crucial intervention initiatives aligned with the underlying assumptions of the Strategy, all aimed at realizing the strategic Vision of protecting the population of Jordan from food insecurity and ensuring access to safe, stable, nutritious and affordable food supplies at all times. This Plan represents the inaugural step of a sequence of "renewed plans" outlining strategic, cross-sector intervention efforts. The objectives of the Plan are as follows (i) translating strategic objectives, sub-objectives and programs into concrete intervention initiatives and practical procedures (projects and activities); (ii) improve coordination and harmony, and avoid duplication with existing national and sectoral plans; (iii) identify and include priority intervention initiatives, through the active participation of all stakeholders (relevant stakeholders) to ensure transparency and objectivity in setting priorities; (iv) establishing a basis for allocating government resources and requesting international support; (v) monitor and track progress on the food security situation in Jordan.
The Action Plan aims to foster cohesion across sectors by maximizing coordination while minimizing duplication and overlap. It emphasizes integration among sectors to prevent redundancy with existing projects and those falling under the jurisdiction of other sectors and ministries. Moreover, it excludes projects from other sectors, despite their direct relevance to food security. This decision is influenced by the integration of such projects into other strategic plans or their earmarking for subsequent action plans. The projects outlined in this Plan offer a concise overview, with detailed project documents to follow based on funding availability, timelines, and economic, environmental, and social feasibility. The Plan comprises three interlinked components (1) Strategic Intervention Initiatives: Projects not directly covered in sectoral plans or falling beyond ministries' responsibilities, warranting special attention; (2) Acceleration Measures: Addressing the under-implementation of food security-related projects by assisting implementers in identifying challenges and deploying effective strategies to expedite project execution; (3) Acceleration Fund: Establishing a dedicated fund to bolster the implementation of acceleration measures, foster partnerships, and address urgent food security needs.
The Food Security Action Plan highlights priority interventions crucial for effective implementation and enhancement of food security projects. Key recommended actions include (i) strengthening coordination among responsible entities, possibly by establishing an executive inter-agency task force reporting to the Prime Minister; (ii) supporting legal and regulatory reform; (iii) establishing a Management Information System for data collection and analysis on food security indicators; (iv) conducting studies and preparations for specific interventions such as regional hub feasibility, food loss mapping, climate change impact analysis, and establishing an acceleration trust fund; (vi) establishing a regional hub for food security; (vii) supporting small farmers with water-saving techniques and group marketing; (viii) minimizing food loss and waste; (ix) learning from other countries' experiences and innovative approaches; (x) promoting social responsibility and private sector engagement; (xi) ensuring access to information and stakeholder participation; (xii) extending support to vulnerable populations, including refugees; (xiii) elevating food security issues on the developmental agenda of the Government and international community.
