Regulation No. 4 of 2025 - Regulation for the Management and Treatment of Radioactive Waste and Spent Fuel.

This Resolution, consisting of 16 articles, applies to all phases of radioactive waste and spent fuel management facilities. Article 4 assigns responsibility for managing radioactive waste and spent fuel to the authorized or licensed party. The Authority issues permits and licenses for these activities, including site selection, design and construction, commissioning, operation, closure, decommissioning, and any modifications affecting nuclear security, safety, or radiation protection. The duration of permits and associated fees are set according to Council instructions. Article 6 prohibits conducting any radioactive waste or spent fuel management activities without the required permit or license and requires applicants to submit an approved application. Permit holders and licensees must comply with all legal and regulatory requirements, maintain safety and security measures, implement nuclear safeguards, keep comprehensive records, and operate risk-appropriate management systems. They are responsible for facility design and construction to ensure safe operation under normal and potential accident conditions, and for operating, classifying, minimizing, storing, transporting, and disposing of radioactive waste in accordance with regulatory standards. They must also maintain staff competence, financial capability, maintenance programs, reporting obligations, and decommissioning or closure plans, ensuring that all activities fully comply with applicable laws and regulations.
