Abstract
This Regulation consisting of 15 articles applies to any solid or semi-solid waste resulting from the various activities and processes that do not have the characteristics of the hazardous materials listed in Table No.2 of the Law of 2020. The measures to be taken by those who produce hazardous solid waste are listed in article 3, except for the household area. As a preventive measure, the Ministry shall prepare a plan for the gradual reduction in the production, use, and import of packaging and single-use packaging products, including shopping bags (art.4). The competent authorities have to develop a plan for sorting waste from the source (art.6). The establishments for waste disposal are classified according to the ways to separate and deal with them into the following (i) manual; (ii) mechanical; (iii) semi-mechanical (art.8). The Regulation deals also with (i) recovery and recycling facilities; (ii) entities responsible for managing hazardous solid waste management. The competent authority shall take the necessary measures to reach the principle of self-sufficiency by establishing an integrated and qualitative network of recovery and treatment facilities and the final disposal of non-hazardous solid waste, including construction and demolition waste, taking into account the best available technologies and geographical locations (art.11).
