Abstract
These 15 Regulations aim to govern the proposal process for natural resource exploitation projects, ensuring transparency and compliance. Article 3 restricts the exploitation of certain resources without proper qualifications. The Ministry of Energy and Mineral Resources Committee, per Article 5, oversees direct offers, assesses qualifications, and accepts offers based on recommendations. The committee can reject offers without reasons, evaluates responsibility, initiates negotiations, and manages tasks delegated by the Minister. The Regulations further (i) outline criteria and procedures for accepting offers; (ii) emphasize the committee's role in preparing memoranda, monitoring agreements, and submitting compliance reports; (iii) detail offeror and direct offer requirements, including application forms, technical/financial documents, and project area definition.
