Abstract
Thse Regulations consisting of 11 articles and three Annexes apply to all entities involved in trading plastic shopping bags and their raw materials, while excluding specific types of bags such as those for export, agricultural use, waste collection, agricultural seedlings, durable multi-use shopping bags of 50 microns thickness or more, and industrial bags over a meter in size. Under article 4 importing, producing, or trading non-biodegradable plastic shopping bags is prohibited, and for those producing plastic bags, compliance with technical rules, standardization documents, and Jordanian standard specifications issued by relevant authorities is required. Furthermore, each tie of printed and non-printed plastic bags must include the factory's name, address, contact details, decomposition period, along with instructions for transportation, storage, and handling, and a clear indication of whether the bags are intended for export or the local market. Article 5 establishes that importing, producing, or trading black plastic bags is prohibited, except for those used in waste collection and agricultural seedling bags, which must be labeled accordingly and meet the standard requirements specified for waste collection plastic bags.
Article 6 establishes a Technical Committee led by the Secretary General of the Ministry of Environment responsible for (i) creating inspection standards for establishments producing and using plastic bags; (ii) setting requirements and standards for plastic bags meant for export; (iii) reviewing documents and certificates from importers and making recommendations to the Minister; (iv) identifying entities for sample collection and proposing withdrawal mechanisms to the Minister. The requirements to be met by the local producer or importer of plastic shopping bags are provided in article 7. The functions of the Ministry are described in article 8.
