Solid Waste Management System issued in accordance with the provisions of Article 31 of the Waste Management Framework Law No.16 of 2020.

Abstract
This Resolution consisting of 20 articles aims at regulating solid waste management in all its phases by all dealers in a manner that achieves environmental protection and public health. Article 4 establishes the solid waste management hierarchy in such a way as to first of all prevent the creation of solid waste and then manage the waste that has been produced, in the following order (i) preventive measures to prevent waste generation; (ii) preparing for reuse; (iii) recycling; (iv) other methods of recovery, such as energy recovery; and (v) final disposal.
The Ministry of Environment, in coordination with the authorities responsible for solid waste management, shall undertake the following tasks and powers (i) study the specifications of the equipment used in solid waste management; (ii) determine the conditions for solid waste collection, sorting, transportation, storage, recycling, treatment, and disposal; (iii) create a database related to solid waste, provided with the necessary data from the relevant authorities; (iv) issue the Instructions for the preparation of solid waste management plans at the local and regional level; (v) issue Instructions for the safe closure and redevelopment of environmentally unsafe dumps; (vi) define the technical requirements to create and make the transfer stations operational; (vii) define the technical requirements for creating and operating landfills (art.5).
The entities that carry out any solid waste management process or activity are obligated to (i) take all necessary measures to implement the principles of waste management; (ii) provide qualified staff and public safety means for their employees; (iii) provide the necessary mechanisms, containers, and equipment; (iv) monitoring all the stages of the operations; (v) place and maintain containers in suitable places; (vi) take the necessary measures to prevent hazardous waste; (vii) maintain periodic records with the requested data; (viii) supervise sorting, digging and landfilling works and monitoring compliance with the required conditions; (ix) prevent the burning of solid waste or throwing it openly; (x) manage demolition and construction waste that is not contaminated with hazardous waste in an environmentally sound manner (art.6).
The municipalities and the Greater Amman Municipality or any party responsible for the collection and transportation of solid household waste are obligated to the following (i) study the population numbers and the districts of the municipality, and provide the spilled number of waste containers that are sufficient for the produced waste and distribute them in such a way as to ensure that the population reaches them in the least possible distance; (ii) inventory the numbers and locations of waste collection containers within the municipality's areas (iii) determine the movement paths of the mechanisms for collecting waste based on a map of the areas affiliated with the municipality; (iv) cover the collection vehicles to avoid the volatilization of waste; (v) establish recurring schedules for waste collection; (vi) develop a washing program for waste collection and transport vehicles and containers; (vii) collect and pick up the scattered waste by appropriate means and tools; (viii) determine the path for transporting waste (art.7).
Article 9 deals with the management of solid household waste or the like, while article 11 regards the responsibilities of the entities responsible for managing and monitoring solid waste dumps. Article 12 provides for the respect of occupational health and safety requirements in the establishments of solid waste management.
