Abstract
This sectoral Strategic Plan has been formulated with the aim of a comprehensive and sustainable development, at national level, through the provision of health services characterized by equity, efficiency and high quality. Final goal is the preparation of policies and programs to be implemented in all departments and hospitals in the Ministry of Health within five years. Basic principle for the functionality of the Strategic Plan is the mutual participation and coordination between all sectors involved, both in the Ministry and external.
The Ministry shall focus on the solution of the main strategic issues emerged from the analysis of the national situation, including: (1) improvement and durability warranty of a high-quality and safe care service; (2) practice of a general healthy lifestyle; (3) access to the best levels of environmental health; (4) improvement of the organizational and control roles of the Ministry; (5) efficient and effective administration of the financial and human resources; (6) health insurance to all citizens within 2012; (7) efficient management of knowledge; (8) development of the infrastructure. These strategic and priority issues are addressed according to a set of axes for each of which are identified particular goals. Main actions related to the improvement of the care service are: control on communicable and non-communicable diseases, the occurrence of epidemics, the early detection of disease, pregnant women and children health and nutrition and family planning services, implementation of environmental control actions, oversight of food and drug safety, school health and the health of people with special needs.
In order to guarantee food security and combat malnutrition, the Plan proposes control measures on food to ensure its compliance with health conditions, such as inspections of food establishments and the food in the markets, providing for sanctions for those who violate the legislation.
The measures provided in favor of the poor population are related to the coverage of health insurance with a system that allows access even to the poor population and people with limited income.
