Abstract
The Third National Energy Efficiency Action Plan (NEEAP) for Jordan, spanning from 2024 to 2026, is a comprehensive framework aimed at enhancing energy efficiency across the nation in the implementation of the Energy Strategy 2020-2030, which aims to increase domestic resources (especially renewable energy sources) and energy consumption efficiency. Thus, the Strategy reduces the economy's dependence on imported energy sources (security of supply) and energy consumption (efficiency of consumption). This Third NEEAP recognizes the importance of energy efficiency in Jordan's sustainable development. It not only contributes to energy savings but also reduces costs, lowers greenhouse gas emissions, and promotes a better understanding of energy consumption trends. With two previous plans having achieved substantial energy savings, the Third NEEAP builds upon past successes and lessons learned.
The Action Plan outlines 50 measures for 2024–2026, focusing on a wide range of sectors to improve energy efficiency. The main initiatives are in the following sectors (i) Industrial Sector: The plan emphasizes energy audits and pilot projects, with a focus on industries like food processing and textiles. It will use funding from the Jordan Renewable Energy and Energy Efficiency Fund (JREEEF) and international donors to support energy-efficient technologies; (ii) Residential Sector: This includes updating building energy codes and improving existing buildings through technologies like solar water heaters and efficient appliances. A key component is raising public awareness and providing expert consultancy to help households adopt energy-saving practices; (iii) Service Sector: Key measures include energy assessments and audits for hotels and public buildings. The plan also calls for creating a public building energy database, installing LED lighting in municipalities, and implementing pilot projects in government buildings and hospitals; (iv) Transport Sector: The strategy focuses on enhancing public transportation with systems like Bus Rapid Transit and advancing the National Railway project. It also promotes the adoption of electric vehicles by expanding charging infrastructure and encourages the use of energy-efficient heavy-duty vehicles; (v) Water and Agricultural Sector: Measures in the water sector involve energy audits, the use of energy management systems, and replacing inefficient pumps. In agriculture, efforts are concentrated on using Variable Speed Drives on irrigation pumps to reduce energy consumption. The NEEAP also includes cross-sectoral measures supported by enhanced data collection and analysis to improve decision-making. Additionally, it will launch a national awareness campaign on energy efficiency, strengthen the expertise of professionals, and develop the Energy Service Company (ESCO) market.
