Abstract
Rising water scarcity and demand have forced the water sector to use all available water sources and seek innovative solutions. This has led to a significant increase in operational costs due to rising energy demands and expenses. To address this challenge and promote efficient water resource management, the Ministry of Water and Irrigation (MWI), Water Authority of Jordan (WAJ), and Water Utilities (WUs) are collaborating on a new national Water Sector's Energy Policy outlining strategies and approaches to manage the water sector's energy needs and reduce costs. This update of the 2021 Energy Efficiency and Renewable Energy Policy for the Water Sector aims to provide a solid basis for promoting the desired change of achieving measurable improvement in energy efficiency and increasing the use of renewable energy in the water sector. To achieve the aim, this Policy outlines the following 4 goals, accompanied by a set of objectives and corresponding indicators. The goals provide the overarching direction of the policy, while the objectives delineate specific, measurable, and time-bound objectives. Goals 1 and 2 are the core goals of this Policy. Whereas goals 3 and 4 serve as supportive goals, fostering practical improvements in the water sector to facilitate the achievement of goals 1 and 2: (1) improve the water sector's financial performance by increasing energy efficiency across all operations. This will be achieved through a series of objectives: improving efficiency in water production and supply from 2022 - 2027, then optimizing water supply, treatment, and distribution from 2028 - 2040, and finally, enhancing energy efficiency in wastewater treatment and effluent transmission from 2028 - 2040. The success of these efforts will be measured by cumulative energy savings; (2) increase the use of renewable energy in the water sector, and strengthen the Water-Energy-Food-Environment (WEFE) Nexus. To achieve this, the following objectives have been set: (i) improve cooperation between the water and energy sectors to integrate more renewable energy, lower electricity costs, and develop joint projects. Success will be measured by the approval of new measures aimed at improving financial performance across these sectors; (ii) develop renewable energy projects of all sizes, to have renewable sources supply 40% of the water sector's electricity by 2040; (iii) create and operationalize a new framework for the integrated governance of the WEFE Nexu; (3) progressively implement Energy Management Systems (EnMS) across all large and medium-sized water facilities. The success of this effort will be measured by the percentage of facilities that fully adopt these systems; (4) create and implement an Energy Data Management System (EnDMS) for the water sector, specifically for all water facilities that are connected to SCADA (Supervisory Control and Data Acquisition) systems. The success of this initiative will be measured by the system's ability to cover all these facilities.
