Abstract
This Act is enacted to establish interim measures necessary for regulating business activity in deep seabed mining. The law aims to establish interim measures for the regulation of deep seabed mining activities to promote public welfare and respond to significant changes in the international environment surrounding deep seabed mining.
Individuals or entities wishing to engage in deep seabed mining must obtain a permit from the Minister of Economy, Trade, and Industry. Deep seabed miners are liable for damages caused by their activities, such as pollution or waste disposal. In cases of joint mining activities, all parties involved share liability for damages.
The Minister of Economy, Trade, and Industry may designate countries that regulate deep seabed mining in a manner similar to Japan as deep seabed mining nations.
