Abstract
The purpose of this Act is to provide necessary measures, from the viewpoint that increased fishing activities by foreign nationals using Japanese ports and other maritime areas may pose a problem for maintaining the normal order of the Japanese fishing industry, and for the purpose of regulating fishing activities by foreign nationals to control use of the relevant maritime areas. This Act restricts the fishing operations of foreign nationals within its territorial waters in order to achieve proper conservation and management of living marine resources. The Act further provides for the following matters: permission to call the port of Japan for the purpose of landing of a foreign fishing vessel or transshipping to other vessels; prohibition of transshipping of catches from one foreign fishing vessel to another; penalties; etc.
