Abstract
This Act amends some of the provisions of the Act on Promotion of Global Warming Countermeasures (Act No. 117 of 1998) (2006 Ed.). The Revised Act can be seen as part of a series of measures to reduce greenhouse gas emissions in response to the Paris Agreement, which was ratified by Japanese Government on November 8, 2016, as well as the 2050 Carbon Neutral Declaration made in the Prime Minister's policy speech at the 203rd Extraordinary Diet Session on October 26, 2020.
In response to the Paris Agreement, which was ratified by Japanese Government on November 8, 2016, net-zero by 2050 is set up as a Basic Principle of the Act. A Regional De-Carbonization Promotion Project planning system is introduced. It further provides for digitalizing and disclosing information on greenhouse gas emissions.
