In terms of Article 3 if certain agricultural areas are understood to be harmful to human health or of obstacle to the growth of other crops, the Government may declare such areas as agricultural land soil pollution policy areas ('policy areas"). In these areas the Government will apply policies for agricultural land soil pollution in order to prevent and eliminate the pollution caused by harmful substances. The Government will also conduct surveys and measurements concerning soil pollution and promote researches for new techniques for the prevention and elimination of these pollution cases.
