Abstract
This Act is enacted in order to promote the reduction of food loss as a national movement through the cooperation of various entities such as the national government, local governments, businesses, and consumers.
The Act consists of 25 Articles divided into 4 Chapters: Chapter 1 General Provisions; Chapter 2 Basic Policy, etc.; Chapter 3 Basic Measures; Chapter 4 Food Loss Reduction Promotion Council.
The Act clarifies the responsibilities of the national government, local governments, etc. regarding the reduction of food loss, and also stipulates the basic matters for formulating basic policies and other measures regarding the reduction of food loss. The State has the responsibility to comprehensively formulate and implement measures to reduce food loss. Local governments have the responsibility to formulate and implement measures tailored to the characteristics of their regions, while cooperating with the national government and other local governments, with regard to reducing food loss. Business operators shall endeavor to cooperate with measures to reduce food loss implemented by the national or local governments in connection with their business activities, and shall endeavor to proactively engage in efforts to reduce food loss. Consumers shall deepen their understanding and interest in the importance of reducing food loss, and strive to voluntarily reduce food loss by improving food purchasing or cooking methods, etc.
The Act further provides for the establishment of a Food Loss Reduction Promotion Council and defines its internal organization. The Council shall be in charge of developing the government's basic food loss reduction policy, discussing important matters related to promoting the reduction of food loss and the implementation of measures related to reducing food loss. In addition, the Act makes provisions for: promotion of education and public awareness, support for efforts of food-related businesses, support for activities to provide unused food, etc.
