Abstract
This Act aims to promote the low-carbonization of cities.
Low-Carbon Cities mentioned in the Act refer to cities actively reducing CO2 emissions through efficient planning and maintaining/improving carbon absorption in urban areas. The Act provides for the formulation of basic policies regarding the promotion of low-carbon cities, and the implementation of low-carbon town development plans by municipalities and special measures based on such plans, as well as measures to promote the spread of low-carbon buildings. Businesses must align their activities (e.g., transportation, land use) with low-carbon policies and cooperate with government programs. Additionally, the Act makes provisions for offences and penalties.
