Act on Promotion of Smooth Transition to a Decarbonized Growth Economic Structure (Act No. 32 of 2023).

This Act is enacted to promote a smooth transition to a decarbonized growth-oriented economic structure in Japan. The Act consists of 7 Chapters: General Provisions; Strategy for Promoting Transition to a Decarbonized Growth-Oriented Economic Structure; Decarbonized Growth Economic Structure Transition Bonds; Fossil Fuel Levy and Specified Business Contributions; Organization for Promoting Transition to a Decarbonized Growth-Oriented Economic Structure; Miscellaneous Provisions; Penalties.
The government shall establish a strategy to comprehensively and systematically promote measures for a smooth transition to a decarbonized growth economic structure(Art.6). To finance the costs required for measures to promote a smooth transition to a decarbonized growth economic structure, public bonds shall be issued by the government (Art.7).
