Abstract
This Enforcement Order of the Slaughterhouse Act (Cabinet Order No. 216 of 1953) is enacted pursuant to the provisions of the Slaughterhouse Act (Act No. 114 of 1953). It mandates facilities such as mooring sites, inspection rooms, processing areas, refrigeration, disinfection, and waste treatment systems, all constructed with impermeable materials and equipped for hygiene and disease prevention. The Order also specifies equipment and layout requirements to ensure proper handling of livestock and meat, including ventilation, lighting, and water supply. For basic slaughterhouses, simplified but essential facilities are required to maintain public health standards.
Additionally, the Order defines exceptional cases where livestock may be slaughtered outside designated slaughterhouses, such as in disaster zones or remote islands with governor approval. It regulates inspections, including methods and responsibilities of prefectural governors and the Minister of Health, Labour and Welfare, especially for transmissible diseases. It also sets rules for the removal of meat and organs from slaughterhouses and mandates seals of approval for inspected products. Slaughter inspectors must be licensed veterinarians.
