Abstract
This Enforcement Regulation is adopted under the Environmental Impact Assessment Act of 1997. It establishes procedural requirements for implementing Japan’s environmental impact assessment (EIA) system, covering environmental consideration documents, scoping documents, draft environmental impact statements, final environmental impact statements, and related administrative processes.
The Enforcement Regulation defines procedures for document preparation, publication, public inspection, explanatory meetings, and submission of public opinions throughout environmental assessment stages. It establishes responsibilities of project proponents and authorities, provides rules on disclosure and expert consultation, and regulates procedures related to project modification, abandonment, transfer of responsibilities, and certain port development projects.
