Abstract
This Act establishes the overarching principles and responsibilities guiding national policy on food security, sustainable agriculture, and rural development. It consists of 4 Chapters divided into 56 articles, and of Supplementary provisions: General Provisions (I); Basic Policy Measures (II); Administrative Organs and Organizations (III); and the Council for Policies on Food, Agriculture and Rural Areas (IV).
The Act emphasizes the importance of stable food supply, improvement of agricultural productivity, and the harmonious relationship between food systems and the environment. The Act also clarifies the responsibilities of the national and local governments, farmers, business operators, and consumers in achieving these goals.
Key measures include creating a national Basic Plan to cover food security targets, self-sufficiency, and long-term strategy, enhancing food safety, supporting domestic production and exports, promoting environmentally friendly practices, and fostering rural communities. The Act encourages cooperation among stakeholders, development of advanced technologies, and international collaboration. It also mandates regular reporting and planning to adapt to changing circumstances.
Entry into force notes
This Act enters into force on the date of its promulgation.
