Abstract
Japan’s Global Warming Countermeasures Plan outlines its commitment to achieving net-zero greenhouse gas emissions by 2050, aligning with the Paris Agreement. It emphasizes the urgent need to respond to climate change, with global temperatures already rising 1.55°C above pre-industrial levels as of 2024. The plan sets interim targets—46% reduction by 2030, 60% by 2035, and 73% by 2040 (from 2013 levels)—and emphasizes a circular economy, innovation, and international cooperation.
The plan integrates environmental, economic, and social goals, leveraging digital and green transformations to enhance well-being, industrial competitiveness, and local revitalization. The plan also details sector-specific measures involving industry, transport, households, and energy supply, as well as cross-sectoral initiatives like carbon pricing, circular economy development, and green finance. Public and private actors are assigned roles, and strong emphasis is placed on local governments, businesses, and individuals to act.
