Abstract
These Guidelines provide rules for an assessment system for transgenic plants, micro-organisms, and small laboratory animals. The purpose of these Guidelines is to establish requirements concerning the appropriate application of recombinant DNA (rDNA, defined in section 2 of Chapter I) organisms in agriculture, forestry, fisheries, and the food industry, as well as other related industries regulated by the Ministry, as to provide for the safe use of those organisms and to achieve a sound general overall development of agro-industries. They are divided into 5 Chapters: General provisions (I); Application of recombinant DNA organisms (II); Management systems (III); Approval and reports (IV); Other matters (V). Section 1 of Chapter II sets out fundamental principles of handling of rDNA organisms. Chapter II contains rules for every stage of propagation, transport, storage, waste disposal, safety evaluation, etc. Chapter III concerns establishment of management systems, such as the activities of the person responsible for applications in a stimulated environment, the appointment of an operations administrator, and the creation of a safe operations committee.
