Abstract
This National Biodiversity Conservation Strategy and Action Plan (2023-2030) is a strategy developed in response to the Kunming-Montreal Global Biodiversity Framework (KM-GBF), that treats both conservation and the utilization of biodiversity and natural capital. The 2050 vision for biodiversity is set up as: a society living in harmony with nature by 2050. The 2030 mission for biodiversity is: the realizasion of nature positive.
The strategy emphasises the need for an integrated efforts for the two environmental crises of biodiversity loss and the climate crisis, as well as a fundamental transformation of society towards the realisation of nature positive. To this end, it places emphasis on ensuring healthy ecosystems and maintaining and restoring blessings of nature through efforts, and on promoting socio-economic activities that protect and utilize natural capital.
To realise a “society living in harmony with nature by 2050” and “nature positive by 2030,” five basic strategies, status goals (ideal status) and action goals (actions to be taken) for each basic strategy are set. For basic strategy 1 restoring the integrity of ecosystems, status goals are: 1. Increase the size and quality of ecosystems; 2. Reduce extinction risk at the species level; 3. Maintain genetic diversity. Action goals include: 30 by 30 (New global target of protecting at least 30% of land and sea areas by 2030 ); Restore nature; Take measures against pollution and alien species; Conserve rare species; etc. For basic strategy 2 nature-based solutions, status goals are: Improve ecosystem services; Reduce synergies and trade-offs with climate change; Mitigate wildlife damage. Action goals are: Develop communities utilising nature; Give consideration in the introduction of renewable energy; Reduce conflicts with wildlife; etc. For basic strategy 3 realising a nature positive economy include: Promote information disclosure, etc. by companies; Provide support for technology and services; Promote organic farming; etc. For basic strategy 4 recognising the value of and taking actions for biodiversity in daily life and consumption activities, action goals include: Promote environmental education; Increase opportunities for contact with nature; Promote behaviour change; Reduce food loss by half; etc. For basic strategy 5 developing the foundations to support initiatives and promoting international collaboration in relation to biodiversity, action goals include: Conduct basic research and monitoring; Provide data and tools; Support the formulation of plans; Promote international cooperation; etc.
