Abstract
This Law was enacted for the purpose of protecting the ozone layer responding to the adoption of the Montreal Protocol on Substances that Deplete the Ozone Layer of 1987.
The Law seeks to regulate the manufacture and import of specified substances listed in the Annex to the Montreal Protocol. Limits are imposed on the production, consumption and destruction of these substances. Manufacturers of these substances are required to obtain licences from the Minister of International Trade and Industry. Importers are required to obtain authorization based on the Foreign Exchange and Foreign Trade Control Law.
In addition, the Law states that parties using these substances are required to cooperate in the rationalization of their use and restriction of their release.
The Law further provides for offences and penalties.
