Abstract
The purpose of this Act is to prevent harm to miners, prevent mining pollution, and promote the rational development of mineral resources. The Act consists of: Chapter I General Provisions; Chapter II Safety; Chapter III Supervision etc.; Chapter IV Penalties; and Supplementary Provisions.
In this Act, "safety" refers to the following matters relating to the mining industry: 1. Preventing harm to people in mines; 2. Conservation of mineral resources; 3. Maintenance of mine facilities; 4. Prevention of mine pollution.
A holder of mining rights must take necessary measures to prevent injury to people in a mine, to protect mineral resources, and to prevent mine pollution. A mining right holder must establish a safety committee in his mine to investigate and deliberate important matters concerning safety, cooperate with the safety manager and safety administrator in the performance of their safety duties, and make recommendations to them.
