Abstract
This National Implementation Plan (NIP) of Japan under the Stockholm Convention on Persistent Organic Pollutants is a multi-sectoral policy document.
Strategies to promote the reduction of total releases of dioxins are proposed in NIP, including: 1. Promotion of reduction plan; 2.continue to take measures for reducing releases through the use of BAT and BEP for each source category provided for in Annex C of the Stockholm Convention, with a view to achieving the goal of continuing to minimize the release of dioxins, and where feasible, their elimination; 3. Measures to promote educational and training activities, and to enhance public awareness; etc.
Reduction targets relating to the estimated amount of dioxins emissions categorized by field of business activities in Japan are developed in the reduction plan of dioxins (page 115). Measures for businesses to achieve reduction targets have been identified, including: (1). Prevention of environmental pollution by dioxins; (2). Businesses shall take emergency measures immediately when a large amount of dioxins is emitted into air or public water areas; (3). Appointment of pollution control supervisors; (4). Promotion of reducing, reuse and recycling of waste, etc. that could form dioxins; (5). Report dioxins releases by businesses; etc.
The NIP further include: action plans for reduction of emissions of other unintentionally produced(HCB, PCBs, PeCB, PCNs, HCBD), measures to eliminate polychlorinated biphenyls, strategy for identification of stockpiles and wastes, and measures for sound management and disposal, strategy for identification of contaminated sites, etc.
