Abstract
These Regulations are established in accordance with the Poultry Slaughtering Business Control and Poultry Meat Inspection Act (Act No. 70 of 1990).
The Regulations aim to regulate slaughtering facilities and create a mandatory inspection system to ensure poultry meat is safe for consumption. The Regulations place responsibilities on national and prefectural governments to take necessary measures to prevent sanitary risks, detail licensing requirements for slaughterhouses, sanitary management obligations, mandatory multi-stage inspections (pre-slaughter, post-plucking, and post-evisceration), and special provisions for small-scale operators. The Regulations also establish designated inspection bodies, their duties, reporting requirements, and oversight by prefectural governors.
