Abstract
This Act provides with respect to proceedings and functioning of County Assemblies and protection of County Assemblies from external influence. No proceedings or decision of a county assembly or the Committee of Powers and Privileges acting in accordance with this Act shall be questioned in any court. The Act sets out privileges and immunities o members and provides that a question shall, where no express provision is made in this Act for the determination of that question, be determined in accordance with the usages, forms, precedence, customs, procedures and traditions of the Parliament of Kenya and other jurisdictions to the extent that these are applicable to Kenya.
