Abstract
This County Integrated Development Plan aims at improving productivity through maximum realisation of its potentials for sustained economic, social and political development. The Mission of the Plan is to foster sustained productivity through effective and efficient use of available resources by encouraging investment, tourism and agricultural productivity to improve the living standards of the people in the County in a clean, secure and sustainable environment. The Plan, divided into six chapters, outlines the strategic priority programmes and projects for implementation in the period 2023-2027. The Plan covers the following topics: spatial framework within which development projects and programmes will be implemented, based on different thematic areas; strategies, programmes and appropriate actions for each sector; resource mobilisation and management framework, asset management, risk and mitigation measures; green economy; sustainable development and sustainable development goals; blue economy approach.
Concerning development priorities, strategies, programmes, this Development Plan focuses on the following: establishment of a client centred health system able to deliver an accelerated achievement of high standards of health for the people of the County; supporting research and development of vaccines and medicines for communicable and non-communicable diseases; improving sanitation services for markets, solid and liquid waste management, water quality control and control of environmental pollution; ensuring food security, balanced nutrition and food quality control; promoting competitive farming business, through appropriate policy environment, effective support services and sustainable agricultural resources management, agricultural productivity and outputs, sustainable land use and environmental conservation, creation of an enabling environment for aquaculture sector development, increasing market development for all fish and fish products; strengthening livestock and fisheries extension services; increasing land planning and urban development projects; promoting and improving access to clean, potable water to all households; improving irrigation techniques; implementing responsive policies through coordinated strategies for sustained and balanced socio-cultural and economic development of the County, focusing on gender, youth and persons with disabilities.
