Abstract
This Act, divided into ten Parts, provides for: creating a Fund in the County for the purpose of facilitating the establishment of a mechanism to finance climate change activities. The Act is inspired by the following principles: investments focused on achieving equitable benefits; protection of the climate system for the benefit of present and future generations; transition towards an environmentally sustainable economy; protection of the right to live in a clean and healthy environment. The Act concerns: establishment of a Steering Committee, with a representative of indigenous minority communities, and definition of its functions; establishment of the County Planning Committee, the Ward Planning Committee, and specification of their functions; formulation of a County Climate Change Action Plan; duties of public and private entities relating to climate change; monitoring and reporting on compliance; public participation and access to information; disbursement of the fund; community consultation forum; financial provisions.
