Abstract
This Act, divided into five Parts, provides for: creating equality and stimulating equitable development in development projects in wards within the county; ensuring direct, continuous public participation in project identification, prioritisation, implementation and oversight of projects; aligning development projects to the county integrated Development Plan. The Act concerns: minimum development requirement for each ward; equal allocation of development funds to wards; compliance with public procurement provisions; public participation; monitoring and evaluation of projects; establishment and functions of the Development Committee and other Committees; establishment and use of the Ward Fund Account; offences and penalties; provisions relating to the conduct of business and affairs of the Development Committee.
