Abstract
These Regulations, made under provisions of section 147 of the Environmental Management and Co-ordination Act, apply to the management of controlled substances and equipment containing controlled substances including storage, handling, production, packaging, import, export, transit, use and disposal, and therefore they provide to protect the ozone layer from chemicals that deplete it; and to regulate trade and practice in controlled substances. The Regulations define the following relevant terms: Chemical Abstract Service Registration Number; controlled substance; critical use; ozone depleting substance; prior informed consent; refrigeration and air-conditioning equipment. Matters covered by these Regulations include: classification of substances and control measures; licensing requirements; labelling, packaging, storage and transport; reuse and recycling; production, importation and exportation and related licences; monitoring measures by the authority; general penalty for offences.
