Forest and Landscape Restoration Implementation Plan (FOLAREP) 2023-2027.

This Forest and Landscape Restoration Action Plan is a five years Plan representing the Kenya’s commitment to promote actions towards restoring of millions of hectares of deforested and degraded landscape in line with national and international obligations concerning forest coverage. The Action Plan moves from the consideration that several factors, such as climate change, unsustainable utilisation of resources, population pressure and unsustainable land use, have determined a severe land and forest degradation in the country, affecting and threatening the country’s ecosystem. Dealing with this degradation has become crucial, as forests provide a multitude of benefits to humans in terms of climate regulation, water supply and regulation, timber and non-timber products, bio-energy, habitat for fauna and flora, clean air, erosion control, cultural and religious values. Thus, this Action Plan defines five specific objectives that focus on: strengthening policy and legal frameworks and enhancing coordination of forest and landscape restoration; restoration of degraded forests and landscapes; resource mobilisation for forest and landscape restoration; promotion of inclusive nature-based value chains for improved livelihoods and strengthening forest and landscape restoration research, monitoring, evaluation and knowledge management.
The Action Plan is based on a situational analysis of the current state of forests and landscapes in Kenya, the restoration opportunities and challenges, the enabling legal and institutional frameworks, and the stakeholder roles and responsibilities and identifies the following areas of intervention as priorities: forest landscapes; agricultural landscapes; rangelands; wetlands and riparian areas. The Action Plan defines specified threats and provides for risk analysis and mitigation measures accordingly: drought, wildfires, floods and landslide, pests and diseases, invasive species.
