Integrated Pest Management Plan (IPMP).

This Integrated Pest Management Plan serves as the guide to locust control pesticide use related actions and activities under the Emergency Locust Response Programme. The Plan is prepared taking into account: the financing of procurement of potentially hazardous pest control products; and the potential concerns on the impacts of the pesticides on the environment and human health. The Plan covers the areas currently infested with the desert locust, and therefore aims at eliminating swarms of locust that have destroyed vegetation, crops and restoring livelihoods that have been destroyed in the Country, involving pastoralist and farmers communities, disadvantaged and vulnerable groups, refugees, pastoralists, women and girls affected by locust infestation. The Programme components, detailed in the Plan, are the following: surveillance and control measures; selected pesticides and biopesticides; livelihoods protection and rehabilitation; coordination and early warning preparedness; environmental and social risk management; social risks classification; mitigation measures.
The Plan follows this structure: 1) Introduction, including: description of the Programme, aims and objectives of the Plan, selected pesticides. 2) Stakeholder engagement and identification. 3) Environmental and Social Baseline Data, including: topography and drainage, perennial and seasonal rivers, land use planning, protected areas, poverty, health and gender. 4) Policy and Regulatory Framework for Pest and Pesticide management. 5) Integrated Pest Management Plan, including: control strategies and management approach, choosing pesticides, alternatives to pesticides, toxicity level of selected pesticides, risk associated with pesticide use, impacts on: birds, effluent, solid waste, food security, ecological sensitive environments. 6) Plan Implementation Arrangement, including: environmental and social risk management; capacity building; monitoring.
