Abstract
These Regulations, implementing provisions of the Intergovernmental Relations Act, 2012, provide for: the promotion of effective, efficient and amicable resolution of intergovernmental disputes; enabling the parties to a dispute exhaust the alternative dispute resolution mechanisms provided; facilitating and promoting intergovernmental consultation and cooperation, in compliance with the Constitution; fostering mutual trust and good faith between the national and local governments. The Regulations apply to the State organs and public offices for the resolution of disputes: between the national government and a county government; among local governments; out of an agreement between the national government and a county government or amongst county governments. Matters covered by these Regulations include: procedure before formal declaration of a dispute; nature and particulars of the dispute; formal declaration of a dispute; interim measures; alternative dispute resolution mechanisms; traditional bodies to settle disputes; confidentiality; costs.
