Isiolo County Water and Sanitation Services Act, 2020

This Act, implementing Constitutional provisions, provides for: ensuring equitable and continuous access to clean water; promoting soil, water, and water catchment conservation; developing and managing County water services public works; regulating County water and sanitation public works; ensuring effective and efficient provision of water and sanitation services; promoting effective and efficient management of storm water in built up areas; enhancing sustainable management of water resources; promoting public education and equality among water uses and users; promoting interagency collaboration and public participation in water resource development and management.
The Act concerns: administration matters, appointment of the Isiolo County Water Directorate, and definition of its functions; functions of the Isiolo Water and Sewage Company, including: promoting efficient water use and management for sustainable development, managing water pollution prevention measures; establishment of the Isiolo Rural Water and Sanitation Services Corporation and definition of its functions; general provisions applicable to water and sanitation services companies, including: protection from personal liability, public awareness, public-private partnership; water services, including: supply of water, development of water works, service agreements, water fees and charges, water quality controls, issuance of water permits, compulsory acquisition of land; water conservation areas; conservation of water catchments; roles of water user associations and preparation of water conservation projects; water pollution control and prohibited activities on riparian land; storm water management and preparation of dedicated management plans; public-private partnerships for water services; sanitation services and wastewater management; compliance with effluent standards; sewerage system, tariffs and charges; offences.
