Abstract
This Order, made under section 23 (1) of the Water Act no. 43 of 2016, concerns the use of water resources and the riparian reserve of the mentioned protected area and applies to the National government, National government entities, county governments, county government entities, water resources users association, and any other person being a user of water resources. The Order provides for: declaring the Karai wetland conservation area as a protected area; defining a management and conservation Plan for the conservation and use of the water resources; suggesting water and land users targeted actions to protect and conserve water resources within the protected area; specifying offences and penalties in case of misconduct.
The attached Plan aims at: implementing existing Regulations to protect the rights of all users; promoting a sustainable and efficient use of water resources; identifying funding sources to implement water conservation programs. The Plan concerns: criteria and procedures for the management of the wetland conservation area; location and extension of the protected area; current status of the water resources of the protected area; main issues of the protected area, including: catchment degradation, water scarcity, erosion, encroachment of water bodies and land tenure around the swamp, human activities degrading the wetland, social conflicts; classification of water resources; prohibited activities: disposal of any form of waste, clearing of indigenous trees or vegetation, excavation of soil, planting of exotic species that may have adverse effect to the water resource, land reclamation; development of a catchment conservation and monitoring Plan.
