Abstract
In order to enhance management of forest resources in the country, Kenya forest service has developed this strategic plan for the period of 2009/10-2013/14. It is a sectoral plan that aims to outline the organisation’s direction and priorities, and guides the management to make decisions regarding the allocation of resources .The process of preparing this strategic plan was consultative. Stakeholders were facilitated to identify challenges inhibiting full realisation of benefits from forest resources, suggest initiatives to overcome the challenges and provide indicative development investments.
The strategic goal is to increase the forest and tree cover to 4% over the plan period to enhance sustainable supply of forest good and services.
The plan indentified six strategic objectives including: (i) to intensify conservation and sustainable management of strategic forest resources for environmental protection and economic growth, (ii) to maintain and enhance productivity of industrial forest plantation and increase efficiency in wood utilisation for wealth and employment creation, (iii) to promote forest extension on farm and dry lands to increase tree cover for sustained timber, wood fuel, non wood forest products and environmental conservation, (iv) to develop and disseminate technologies in forest management, on-farm tree planting, forest utilisation and forest information system, (v) to enhance revenue generation through sustainable forest based industries, ecotourism and payment for environmental services, (vi) to improve institutional capacity and infrastructure through investment, collaboration, training and development.
In order to make agriculture, forestry and fisheries more productive and sustainable, the following activities are planned by the policy strategic plan: (i) the rehabilitation of degraded natural forest through protection for natural regeneration, (ii) to increase area of farm and dry lands under tree cover, (iii) to develop forestry in farmlands and schools and (iv) to conduct capacity building for farmers on tree growing and management, (v) to establish industrial forest plantation and (vi) to develop forest plantation management plans.
Regarding the reduction of poverty, the strategic plan envisages to increase household income derived from sale of farm and dry land tree products by establishing the following activities: (i) the promotion forest based small& micro enterprises (SMS), (ii) to pilot financing of farm forestry enterprises, (iii) the development of business plans for forest plantations, (v) the sale of forest products, (vi) to increasing revenue generation from industrial forest plantations.
In order to enable inclusive and efficient agricultural and food system, plan proposes: (i) to establish and manage forest investment centre, (ii) to improve roads networks and bridges, (iii) to develop and produce an investment catalogue, (iv) to increase trade in wood products and (v) to promote commercial tree growing woodlots.
To increase the resilience of livelihoods to disasters, the following activities are planned by the strategy: (i) the rehabilitation of on farm water catchments/wetlands, (ii) the development of strategy for managing prosopis and other invasive species, (iii) the rehabilitation of degraded natural forest through protection for natural regeneration, (iv) the development catchment management framework for monitoring hydrological parameters in all water towers (v) to development forest dependent biodiversity monitoring management strategy and (vi) the valuation of forest ecosystems.
In the context of governance, to ensure that implementation of strategic plan is on course and relevant to the need of the population, monitoring and evaluation will be done more systematically. This will include: (i) establishment of clear reporting schedules, channels and feedback mechanisms on an ongoing process requiring time and commitment of all, (ii) candid specifications of the roles of individuals submitting or receiving reports talking into consideration internal processes for preparing progress and annual reports and (iii) clear statement and definition of actions to be taken on specified monitoring results in terms of resources adjustment, change strategy or review of programme/activity.
