Abstract
Kenya vision 2030 is a national strategy covering the period from 2008 to 2030. Developed through an all inclusive and participatory stakeholder consultative process, the Vision aims to transform Kenya into a newly industrializing, middle-income country providing a high quality life to all its citizens by the year 2030. The strategy is based on three pillars: economic, social and political.
In order to make agriculture, forestry and fisheries more productive and sustainable, the Vision plans the following interventions to be undertaken through the flagship project in agriculture for 2012 : (i) preparation and passage of consolidated agricultural policy reform legislation; (ii) development and implementation of a fertilized cost reduction programme; (iii) development of an agriculture land use master plan; (iv) adoption of the Tana river basin agricultural development scheme.
The strategy aims at reducing rural poverty. Some correctional measures will be introduced in order to extend opportunities to regions and less favoured communities. The Vision provides for the improvement of water resource management, in order to ensure improved quality of water and sanitation services for the whole population, and thus eliminating poverty. Measures and actions related to water concern: new ways of harvesting and using rain and groundwater; improvement of water use for livestock, for irrigation and other agricultural techniques; construction of dams and waterworks, in order to improve the supply of water to local communities; increasing of tourism opportunities related to water use; promotion of economic incentives and commissioning of public-private partnership (PPP) to improve efficiency in water sector and thus reduce water pollution and the environmental impact of the water related activities.
To enable an inclusive and efficient agriculture and food system, the Vision plans to enumerate informal sector operators, to provide them with permanent and serviced facilities, training and access to credit and markets. It also plans to continue the simplification of business registration and trade licensing in order to create a more enabling business environment for all trading activity. At the producer level, the document plans to establish producer business groups.
For increasing the resilience of livelihoods to threats and crises, Kenya aims to be a nation that has a clean secure and sustainable environment by 2030. The goals for 2012 are: (i) to increase forest caver from less than 3% at present to 4%; and (ii) to reduce to less than half all environment diseases. Specific strategies will involve promoting environmental conservation in order to provide better support to economic pillar flagship projects and for purposes of achieving the Millennium Development Goals, improving pollution and waste management through the design and application of economic incentives. The enhancement of disaster preparedness in all disaster-prone areas and the improvement of capacity for adaptation to global climate change are envisaged as well.
A Vision Delivery Secretariat (VDS) is created in order to implement the strategy and to ensure the timely implementation of the flagship projects. The Vision will be implemented in successive five-year Medium-Term Plans, with the first such plan covering the period 2008-2012.
