Abstract
This Act designs and establishes the Kilifi county disaster management structure and provides with respect to disaster prevention and mitigation in the Kilifi County. It establishes the County Disaster Council and the County Disaster Management Unit, defines functions and powers of the Council and the Unit, and provides with respect to the administration of the funds of the County Disaster Management Fund, which is established also under this Act. The Act sets out the measures to be taken by the County Government for purposes of disaster management. The County Disaster Council shall be mainly responsible for planning and policy and shall administer the Fund, whereas Unit shall also be involved in disaster policy and provide administrative support to the County Disaster Council. The Unit shall also coordinate the response agencies and the community generally to implement and participate in disaster risk reduction activities and programs.
