Kisumu County Climate Change Act, no. 7 of 2020.

This Act ensures that Kisumu County takes effective and timely action to meet its obligations under the United Nations Framework Convention on Climate Change, by facilitating the establishment of a mechanism to finance climate change programmes and projects, through the following activities: mainstreaming of climate change in different sectors; enhancing climate finance mechanisms; coordinating collection and dissemination of climate change information to the public; providing support to the national climate change policy and legislative framework; providing for procedural and administrative matters. The Act concerns: institutional arrangements, establishment of the fund, and of the climate change Directorate and Council; establishment of targeted committees; response measures and actions, including: preparation of an Action Plan, and of a local communities Action Plan; mitigation and adaptation measures involving multiple sectors: agriculture, with sustainable agricultural systems, land use management, forestry, through afforestation and reforestation programmes and strategies for effective forest management, fisheries and aquaculture, wetlands protection, energy generation and utilisation, water resources management, biodiversity and ecosystem services, public health.
Further matters covered by this Act include: participation in climate change projects and access to information; measuring, reporting and verification of the removal of greenhouse gases; financial provisions; dispute resolution; offences and penalties.
