Abstract
This Kitui County Climate Change Action Plan ensures that the county's development remains sustainable in the event of any adverse climate change impacts, including droughts, environmental degradation, pest and disease outbreaks and other extreme climate events. The Action Plan aims to contribute in the delivery to Kenya’s Nationally Determined Contributions (NDCs) to the Paris Agreement and development goals by providing mechanisms and measures that achieve low carbon climate resilient development. The Action Plan focuses on various climate change impacts attributed to hazards such as drought, environmental degradation, livestock diseases, crop pests and diseases, human wildlife conflicts, human diseases and social risks. The Action Plan outlines goals, strategies, and actions to reduce greenhouse gas emissions, and increase energy efficiency, and includes public engagement, education, and outreach efforts to ensure broad community support and participation in climate action. The Structure of this Action Plan focuses on: identifying the priority strategic actions across the different sectors in the county; providing an analysis of the enabling environment for the implementation of the Plan and how the Plan aligns with the Integrated Development Plan.
Concerning priority actions and core sectors, this Action Plan focuses on: reforestation of degraded forests; re-afforestation of degraded lands, with a comprehensive afforestation plan of all county forests with an emphasis on indigenous tree species; promotion of forest management; strengthening capacity of communities on forest management; capacity building of community on tree nursery establishment and management; protection of significant environmental ecosystems such as springs, riverine areas, wetlands and watersheds; protection of riparian ecosystem; construction of check dams to control soil erosion; promoting environmental education and awareness; encouraging sustainable management of waste including promotion of reduce, reuse and recycle of waste; increasing closed and circular economic models in production models; measures for enhancing climate smart land-based practices and for increasing agricultural productivity; improving agricultural extension services; reducing post-harvest losses of produce; increasing livestock production system and apiculture; integrated watershed management; promoting sanitation and hygiene through access to safe and clean water and control of water quality; improving access and conservation of energy; development of renewable energy sources, through private-public partnerships sector investment; strengthening disaster preparedness through contingency plans and budget; improving social protection, social assistance and education activities.
