Abstract
This Act provides for creating a mechanism to improve, sustain and finance climate change activities, programmes and projects in the County, and particularly aims at: creating a fund in the county for the purpose of facilitating establishment of a mechanism to finance climate change activities; coordinating collection and dissemination of climate change information to the public to create awareness and preparedness; initiating and coordinating financing of Climate Change Adaptation and Mitigation activities at the community level in the County; enhancing Climate Finance mechanisms in the County; facilitating planning activities and community-initiated Climate Change Adaptation and Mitigation activities in the County; seeking and receiving grants from national and international entities, the National Government, the County Government and other relevant organisations; providing for procedural and administrative matters. Matters covered by this Act include: establishment and administration of the fund; sources of the fund; establishment of the County Climate Change Planning Committee and specification of its functions; responsibilities and duties of the fund administrator; allocation of funds to the Wards; establishment and functions of the Steering Committee; financial provisions.
