Lamu County Climate Change Act, no. 4 of 2022.

This Act provides for enhancing climate resilience through development, management, implementation, regulation and monitoring of adaptation and mitigation measures and actions, and particularly aims at: mainstreaming climate change responses into development planning, decision making and implementation; strengthening resilience and reducing vulnerability to climate change; facilitating community-based and community initiated adaptation and mitigation activities; providing incentives for the private sector to contribute to the achievement of low carbon climate resilient development; improving public participation in climate change response through capacity development, awareness creation, consultation, representation and access to information; promoting respect and integration of indigenous knowledge of communities in climate change response; ensuring the respect of the constitutional right to a clean and healthy environment; promoting and facilitating climate change research and development.
The Act concerns: establishment of steering, planning and ward committees and specification of their functions; measures and actions for responding to climate change, including preparation of a climate change Action Plan; duties of private and public entities; monitoring and reporting activities; public participation and access to information; capacity building for effective public participation; establishment of County climate change fund; funding operations and other financial provisions; offences and penalties.
