Abstract
This Act provides for establishing a County Emergency Fund, consisting of money appropriated by the County Assembly, and grants and donations, in order to enable payments in case of an urgent and unforeseen need for expenditure arises for which there is no specific legislative authority. Particularly, the Act empowers the County Executive Committee Member to administer the fund and specifies the following unforeseen and urgent occasions to make payments from the fund: events that caused a damage, loss, hardship or suffering to residents of the County; events that threaten to damage the environment; payment necessary to alleviate the damage, loss, hardship or suffering caused by the event. The Act also concerns: limitations on powers of the Executive Committee; approval of the payment by the County’s Assembly; financial statement.
