Marsabit County Action Plan for the Realisation of the Rights to Water and Sanitation.

This County Action Plan provides for ensuring the realisation of the right to clean and safe water and reasonable standards of sanitation, as a fundamental human right of the vulnerable and marginalised groups and all persons of the County, in compliance with the international standards, Sustainable Development Goals, and the Constitutional provisions. This five-year County Action Plan represents a roadmap to enhance service delivery in the fulfilment of the fundamental rights in water and sanitation services, in the efforts to overcome challenges and inequalities, and in the coordination of intervention by the County and National governments as well as relevant stakeholders. This Action Plan comprises five chapters and focuses on the following matters: physical and topographical features; the existing infrastructure for the water and sanitation sector; highlighting on the existing normative and legislative frameworks for the realisation of the human right to water and sanitation; key achievements and challenges in service delivery with respect to water services; key interventions, institutions and budgets necessary to ensure realisation of the rights to water and sanitation, capacity building and awareness, service provision, governance and management, public participation and access to information; monitoring and evaluation framework.
