Marsabit County Climate Change Action Plan 2023-2027.

This Marsabit County Climate Change Action Plan addresses the County's vulnerability to climate change effects and thus implements climate change actions in the county, considering the extreme susceptibility of the County's economic activities to the impacts of a changing climate. The Action Plan identifies the following climate sensitive sectors: agriculture, livestock, forestry, water resources, health, energy, trade, rangelands, tourism, social infrastructure and therefore elaborates specific sectoral actions and measures for each sector. The Mission of the Action Plan is the strengthening of county-wide actions towards adapting to and mitigating against a changing climate, by engaging all stakeholders while taking into vulnerable groups. The Action Plan focuses on the following measures and adaptation actions: promotion of drought tolerant and pest resistant crops varieties; climate smart agriculture; flood based irrigation and promotion of agro-forestry; livelihood diversifications and public education on climate change; development of water infrastructure, through improved water harvesting techniques; water catchment protection and strengthening community capacity to manage water schemes; improving access to clean water and sanitation facilities to limit outbreaks of water-borne diseases; reducing effects of drought and climate change on vulnerable communities for resilience building; reduction and management of risks; restoration of forests and woodlands and promotion of suitable tree species; reforestation programmes for degraded lands; promotion of energy efficient cook stoves to reduce household and institutional demand on biomass energy and to reduce greenhouse gas emissions.
The Action Plan identifies priorities and adaptation strategies to respond to climate change effects: promoting improved post-harvest storage and management of crops; increasing training on agricultural extension services; strengthening disease surveillance and regular vaccination to reduce disease outbreaks among livestock; management and conservation of drought tolerant livestock breeds; promotion of economic diversification among pastoral communities; strengthening grazing and other strategies, used by communities to adapt to climate variability; increasing strategic feed reserves and alternative feed resources; increasing fisheries monitoring, control and surveillances and protecting core fish breeding sites, in order to minimise unsustainable fisheries practices.
