Ministry of Environment, Climate Change and Forestry Strategic Plan 2023-2027.

This Strategic Plan, based on the achievements of previous Plans, provides a roadmap that the Ministry of Environment, Climate Change and Forestry will pursue within the five years 2023-2027 and considers the country’s aspirations and commitments to excel regionally and globally in environment and natural resources conservation and management. The Plan's mission is to: conserve, protect, sustainably manage the environment and natural resources, in order to support biodiversity and socio-economic transformation. The Strategic Plan is divided into eight chapter, focusing on: strategic planning process; Vision and Mission statements, strategic directions and strategic goals; situational and stakeholders analysis; strategic issues, strategic goals and key results areas; measures for implementing strategic objectives; implementation framework; resource requirements and mobilisation strategies; monitoring, evaluation and reporting framework.
The Strategic Plan identifies five key results areas and strategic objectives considered crucial to the implementation of the Plan itself: 1) strengthening environmental governance, climate change governance, and forestry governance; 2) conservation, protection and management of the environment for increasing sustainable development; conservation and protection of wetlands for enhanced ecosystem benefits; improving sustainable waste management and pollution control; mainstreaming circular economy in national development; conservation and management of Lake Victoria and Lake Naivasha basins for enhanced socio-economic benefits of the water resource; restoration of ecological functions of forest ecosystems; enhancement of sustainable forest plantation management; increasing forest and tree cover for enhanced economic and social and environmental benefits; coordination of research and education in forestry and related natural resources; 3) climate change adaptation and mitigation measures; awareness creation and capacity building of stakeholders for effective implementation of local climate action; strengthening multilateral engagements and obligations on climate change; strengthen human, infrastructural, technological and innovative capacities for meteorological services; 4) coordinating development of agroforestry and commercial forestry in private and community lands; development of non-timber forest products value chains; 5) sustainable financing for environment, climate change and forestry conservation.
