Abstract
This Act, divided into nine Parts, provides for facilitating the county government, communities and other stakeholders to respond effectively to climate change through appropriate adaptation and mitigation measures. In order to achieve its goal, and inspired by the promotion and protection of the right to a clean and healthy environment, the Act aims at the following related matters: mainstreaming climate change responses into development planning; implementing coordinated and integrated response to climate change and its impacts; enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change; promoting, supporting and facilitating community-based and community-initiated adaptation and mitigation activities; facilitating public participation in climate change response through capacity development, awareness creation, consultation, representation and access to information; implementing mechanisms to promote and facilitate climate change research and development, innovations, technology development, training and capacity building.
The Act concerns the following matters: establishment of the County Climate Change Steering Committee, and of the institutional framework for planning and implementation, including: Planning Committee, Ward Planning Committees; drafting and elaboration of the County Climate Change Action Plan; duties of public and private entities for responding to climate change; monitoring and reporting on compliance; public participation and access to information; financial provisions and funding; offences and penalties.
