Abstract
This Climate Change Action Plan aims at implementing the County's development goals by providing mechanisms and measures to achieve low carbon climate resilient development in a manner that prioritises adaptation, and therefore it is based on the National Climate Change Action Plans (NCCAP) 2023-2027, that is a framework for Kenya to deliver on its Nationally Determined Contribution (NDC) under the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC). This Action Plan describes the major climate change impacts in Narok County, particularly: droughts, floods, rising sea level and temperatures and its effects on coastal management and artisanal fisheries, and therefore establishes this main goal: to increase the County’s sustainable development by providing mechanisms and measures to achieve low carbon climate resilient development in a manner that prioritises adaptation. The Action Plan identifies seven priority climate action areas, with related strategic objectives and main implementing actions.
The priority climate action areas are: 1) Disaster risk management, with this main objective: reducing risks to communities and infrastructure resulting from climate related disasters such as droughts and floods; 2) Food and nutrition security, with this main objective: increasing food and nutrition security through enhanced productivity and resilience of the agricultural sector in as low carbon manner as possible; 3) Water and the Blue Economy, with this goal: enhancing resilience of the water sector by ensuring adequate access to and efficient use of water for agriculture, manufacturing, domestic, wildlife, and other uses; 4) Forestry, wildlife and tourism, with this goal: increasing forest coverage to 10% of total land area, rehabilitating degraded lands and rangelands, increasing resilience of wildlife sector and promoting sustainable timber production on privately-owned land; 5) Health and Sanitation sector, with this goal: mainstreaming climate change adaptation into the health sector, increasing the resilience of human settlements, including improved solid waste management in urban areas; 6) Manufacturing sector: promoting energy and resource efficiency in the manufacturing sector; 7) Energy and Transport: encouraging electricity supply based on renewable energy, improving climate-proof energy and transport infrastructure, development of sustainable transport system.
